Yes, it happens when I use Google Site Kit plugin.
I was able to get it working by disable all caching plugins, and restart Mencached and Redis services.

The Site Kit is not showing a code, I assume you mean the Google Analytics code?
Yes, right. I’m using the plugin mostly for new sites because it’s very quick to add them to GSC en GA as a new profile. If this is a problem for some site I add them manually.
